After watching the video I see a couple things happening with the IAS event:
His Lowness, through some “unforseen” occurrence will be unable to attend except, maybe, via a video link or pre-recorded message.
If he does attend, anything to do with Masterson will be crushed into non-existence and woe betide anyone who dares to raise the issue while His Lowness is there at the event.
I’m guessing that $ci. ran it by part of his family first. Selling it to them as “good for the cult” and we’ll welcome him back in 30 years (minus time off for good behavior). Otherwise shouldn’t he have been “declared” long ago?
Random thought – Now that he’s an SP, $ci. “ministers” won’t be bothered with having to visit him in prison.
One other thought, the Declare can easily be “worked around” so that there’s no disconnection with the family.
Masterson is told to do A to E.
He agrees and then is put on an “Ethics Program”.
While on it, he is allowed contact with all his Scientology connections since he’s made “Ethics change”.
You were surprised? I was so surprised that I had to take the spare eyebrow out of it’s jar out and raise it in the air (I can’t do the Mr Spock trick).
His Royal Lowness, Homunculus the Hidden and Craven Caitiff the First is just doing what his type do when someone becomes a liability and potential (a bit late now) threat: Get rid of them and pretend they don’t exist. Besides, he’s busy cowering in one of his many barrels of scotch laden bunkers and becoming more and more paranoid.

I’m sure part of the reason is to counter Leah’s harassment lawsuit.
All those hate sites and tweets would be evidence that Scientology is two faced.
