Captain Miscavige made this announcement more than 30 years ago.
Had you surveyed anyone who attended this monumental/epic/watershed event, what does “closer than you think” mean, I guarantee not one of them would have said anything beyond 5 years. Most would have responded with 1 or 2 years at most.
This once fresh, then moldy and now petrified carrot continues to be dangled in front of the faithful donkeys — though talk of it has been replaced in the main with self-congratulatory hype about “ideal orgs.”
According to this promotional piece, Captain Miscavige (this was back when he didn’t mind being called Captain — because it identifies him as the head of the Sea Org and thus controlling all scientology entities, he now considers it an “insult” and “mockery” according to court filings made on his behalf) announced the prerequisites for release of OT IX and X:
- Getting one’s case in perfect shape and though OT VIII
- Getting trained up to SHSBC (St Hill Special Briefing Course) or Graduate V auditor with all Technical Specialist Courses.
- Building all the orgs to the size of St Hill
- Creating a safe environment
Of course, since then the goalposts have shifted.
There is no SHBC for anyone to train on.
But the biggest issues was and is building all orgs to the size of St Hill. It didn’t happen anywhere. No org achieved this objective, though a handful were announced as having done so, they promptly collapsed after the video was shot and everyone moved on to the next big thing.” Scientology has an incredible inability to do more than one thing at a time. If Miscavige’s attention is on something, everyone’s attention is on that thing too. And when his attention shifts the whole top-heavy bureaucracy shifts with him.
Back in the 90’s, the natives were becoming restless about the lack of St Hill size orgs. Captain Dave’s first solution was to tell those who had completed OT VIII that they needed to become the ED of their local org and build it to St Hill size. Of course, if they were unwilling to do that, they couldn’t complain. Some OT VIIIs signed on to this program, and to a one they were all dismal failures.
Eventually he needed a new solution, which is where the “Ideal Orgs” came in. This was supposed to be the way that orgs would become St Hill size. He announced this breakthrough with great fanfare, 10 years later in 2003.
In the subsequent 20 years there have been 50 or so “ideal orgs” announced. NOT A SINGLE ONE OF THEM IS THE SIZE OF OLD ST HILL.
Nobody dares speak out loud what everyone knows. The only thing the ideal org program has done is increase scientology’s real estate portfolio. It’s been a successful way of raising money, but a complete failure at expanding orgs.
Then we come to the last, and most vague requirement: “creating a safe environment.” This was a “get out of jail free” card for Miscavige to be able to use if by some miracle the earlier 3 requirements were met. In fact, while there has been no progress on the first three, this one has without doubt regressed dramatically. Scientology’s PR is worse than at any time in history. There are new legal and criminal problems raising their heads every week. The influence of scientology has shrunk as their front groups have been exposed. There are major countries in the world where scientology is banned or effectively shut down. It’s a more unsafe environment for scientology than at any time in history.
The bottom line: there is no OT IX and X. They simply do not exist. But the mirage is kept alive because if there was nothing else in the future, the people who are unfortunate enough to make it to OT VIII would walk away. OT VIII itself is underwhelming (to put it kindly) and if those who ascended to the “top of the Bridge” were to believe they had reached the pinnacle of all scientology has to offer, the response would be almost universal (some would hang on just to keep the status).

LRH prided himself and kept to himself, this “job” of coming up with the “tech” quackery procedures for the steps of the stepladder of Scientology auditing and solo auditing services.
The foundation is “case.”
A person’s “case” is the target of the Hubbard auditing/exorcism tech quackery techniques.
The old OT levels had a few, now discontinued, “OT exercises.”
Many have speculated since the time that the old OT levels/exercises were discontinued, that maybe LRH would later insert the discontinued OT exercises back as upper upper OT levels above OT 8 somewhere.
SO, per the Hubbard routine for researching, piloting, refining, releasing “new” tech quackery levels above OT 8, the “case” folders of LRH for sure are the key.
But also, the “case” folders of anyone when LRH was case supervising and perfecting the procedures of the old OT levels that have been discontinued.
Any of the other people’s “case” folders that LRH case supervised, on ANY of the today discontinued “old” OT levels stuff, all those peoples’ case folders need be reviewed also.
To really do the Sherlock Holmes’ sleuthing to dig up what LRH ever said was upper “case” alleviation or upper “OT exercises” would need to be done.
And there has been ZERO talk of anyone even putting together this upper “case” research.

In the late 1980s after LRH died, there were some top Class 12s, the Eastments, came to the Int Base.
What did they do? Did they do any LRH case folders study.
Has anyone heard of anyone doing the research into ALL of the person’s case folders that LRH ever case supervised, and sorted that all into categories, and which of those other person’s case folders would be ones to be paired up with any upper OT levels research?
To me, because all these years I’ve been out, and no one sensibly even discusses the upper OT levels case alleviation/OT exercises, with how LRH had tech researched and piloted and released, re-researched, re-piloted, re-released, and then the “case folder” study part is critical of ALL of the LRH case supervised cases.

When I was a newbie Sea Org member, both Rick Sheehy and Alan Gilbert (sp?) were on the Expanded Dianetics research, studying the case folders of the persons LRH case supervised and other Class 12s had priorly audited for LRH on these Expanded Dianetics cases.
Rick explained in general what he was doing, I recall, when I asked him. Also later I spoke with Alan Glbert(sp?) and he also mentioned the Expanded Dianetics researching/compiling he had been on.
The compiling of LRH “tech” into the final releasable stuff that public can pay and do, is going through all of the case folders where LRH case supervised doing that stuff on them.
So, it’s a whole lot of case folders study, and no one talks about it.
The case folders archives, and where all those LRH case supervised cases folders are today, all have to be dug up.
It means a huge huge amount of case folders study.
It means going back all the way to the 1950s, 1960s, all case folders LRH even had a hand in.
Who was on those projects since LRH died, what have they looked over.
Where are those case folders today? Who has access, who ever was on any FESing, and research projects looking through all those case folders.
People who worked in the big case folders building at Flag in Clearwater, might be in the know, they might remember moving certain people’s case folders to places.
There might be rooms at Int Base with these relevant LRH case supervised case folders of other peoples.
That’s the kind of digging into this basic research that would and has to be done in line with the LRH principles for compiling the “upper” OT levels.

In 1972 I got the PDC tapes and listened to them intently. Hubbard referenced his ‘good friend’ Aliester Crowley and the book ‘Magik in Theory and Practice’. I got the book and found it difficult but interesting as Crowley wrote about developing OT abilities. I left scientology in the early 80’s and after doing OT3 Eps.
In the late 1990s I downloaded the ‘old’ OT levels and recognized that Hubbard had plagiarized Crowley’s works. The many solo steps in the OT7 pack were mostly Hubbard’s thoughts so at least he was good at merging ideas and repackaging them to fit his agenda.
I still think the ‘old’ OT levels were scrapped because the individual could spend months to years doing personal solo drills to get to a completion. There was no money in that. Plus many individuals were hooked on rapid thrills/result and were too impatient to do 2 hours of TR0, much less a long term investment in time and effort in drilling the OT levels.

Thanks. I’ve been meaning to someday study up this exact prior Crowley material to confirm what is so widely agreed with what you stated. Must do this someday, just for seeing this for myself, not that the abilities are “real”, just imaginarily in the mind “real.” But not something I’m drawn to today, (going into intro Buddhism myself).
I agree, Hubbard was about selling stuff. His final writings to Author Services Inc have the theme of “LRH Products” which make money, with the ASI symbol being a cornucopia and all. LRH wanted to make return in monetary terms for his “LRH products” which were his fiction, his nonfiction “church” products, his “license agreements” which shackled the front groups with payments to pay for using the LRH “tech” in the WISE, ABLE “sectors”, Hubbard’s orders to ED Int were “points of business” oriented, sheesh, Hubbard in his final official movement and ASI writings was ALL about making a return of money for all his myriad cornucopia of LRH products. Films too, and turning his pulp era stories into films too, sheesh, it was all about making his “LRH products” sell and get something for them.
There is so much grounds supporting Prof Stephen Kent’s early 1990s paper that Scientology was a business oriented “religion”.
I’d say today, the selling of the pseudo-therapy and exorcism and OT drills, it’s a business religion, and then the ASI wing of Hubbard’s final wishes, they sell his fiction and long term will always have their ASI orders to make more films out of his fiction, even with the flopping of Battlefield Earth movie. Hubbard wished much more film making of his fiction “LRH properties.”
Yes. The “church” Bridge of services is long, and meant to be remunerative and make money, I always thought the money was to make it viable that way.
But today studying Buddhism, boy, they don’t do any selling, all the whole Buddhist “Dharma” (teachings fo the Buddha) are all free. You might have to find a teacher, but the best teachers’ material is on YouTube, sheesh!

I remember a few years ago when a briefing by an FSM on OT IX and X had people saying that they were created from something and going to be released and I said it would not happen. Generations of Scientology staff, public, and Sea Org members remember the birthday game and the claim that ALL class V orgs must be the size of Old Saint Hill. The whole point of the birthday game was getting each and every org to that size and it included definitive stats regarding income, auditing hours, number of staff and on and on.
The decades of following that program are not going to magically disappear.
Miscavige can’t magically find a couple hundred staff per org and a few hundred public. He simply doesn’t have enough people in Scientology.
He is stuck. The upper OT levels simply can never be released, even if he somehow had something to deliver.
I said it then and I will say it now.
David Miscavige is stuck with far too many people who know that the OT levels above VIII require ALL orgs to be Saint Hill Size. Every single one.
Most orgs are dead and they can’t get the combined total of staff and public into triple digits, many can’t get fifty people between public and staff.
New people joining Scientology in the US is almost an absolute flat line.
The OT levels are done being released.

While I cannot reveal my sources, I know for a fact that bits and pieces have been harvested out of Hubbard’s solo folders to *create* a new OT level.
This proved a disaster for the early OT 8 versions which were cherry picked excerpts from Hubbard’s solo auditing BTs folders.
Therefore there is hesitancy and reluctance to release OT IX and X from Hubbards culled folder while he addressed his BTs.

But I’m curious was it Ray Mithoff who cherry picked through LRH’s folders to come up with the first version of LRH’s solo “case” folders to do the bits of the earliest version(s) of OT 8?
I’ve always thought that Miscavige could simply never have been one to even know the Hubbard “tech” quackery sufficiently to know the various principles Hubbard concluded were the sequence of “case” alleviation necessary to “crack a person’s” “OT case” or any other “case” lingering in our soul minds which the Hubbard quackery levels address, bit by bit.
It’s always the basic principle of “case”, our soul memories “case” or the “case” of BTs which leaks over onto our soul mind debilitating us that way also.
But it’s “case” and discovering what “case” is still lingering around us which is debilitating us.
Then the research Hubbard did, was narrowing down what “case” was still there.
The review of Hubbard’s solo “case” folders are what the top “tech” people, which I thought would be Mithoff and then the few RTC top “tech” people who were old Apollo vets, like possibly Hara Klein, and Jeff Walker, and maybe the Eastment’s were doing that digging to find what other “case” LRH was digging into.
The techniques to address whatever other “case” LRH thought was there to dig up and alleviate with one or another of the Hubbard established techniques, is essentially what the future OT levels above OT 8 would then be piloted and once piloted, then turned into broader levels to be issued to the public.
This procedure for digging up which new tech quackery levels, I thought just meant that really top trained Class 12s and persons who know of the whole Hubbard tech quackery saga in great detail, be given full access to Hubbard’s full “case” folders, and comb through them all.
Karen, how many “case” folders did Hubbard have, do you know approximately?
Karen, was it the Eastment’s or Jeff Walker, or Ray Mithoff alone, who did this digging into LRH’s final “case” folders?

It was the talk of the Solo Nots Auditors and so deflating. I had already paid for OT IX and X and it seemed so far away with the years of Solo auditing and 6 mos checks that were ahead of me.

Scientology/Dianetics has been going through life cycles like a living organism. It was born in 1950 and grew quickly. It was young and full of energy in the 60’s and 70’s. Scientology and eventually the Sea Org was full of people around 20 years old. By the mid 80’s Hubbard is mentally and physically sick and he dies. Scientology was now full of people in their 30’s and 40’s. The fun and energy was leaving. Internal conflicts and disharmony were developing. It started shrinking. By the 90’s most of Scientology was between 40 and 50 years old. It was having trouble supporting itself and started looking for more and more hand outs and free money obtained through lies and pleas for help. By 2020 Scientology was held together by an old frame work of senior citizens. The organization can not even speak for itself. It has a big house and savings account but can’t buy a friend. Scientology is dying. No amount of make up or hair plugs can bring it back.

Somewhere along the line Miscavige figured out (with a little help from his friends like the Pollacks, the Feshbachs, the Zwans) that he could raise a shit ton of money for nothing. The “great shift” began and the main emphasis became IAS donations, Basic Books, Ideal Orgs, and so too the pounding on members for these lies. Of course, the appearance of giving a damn about selling SERVICES was still there; Miscavige had to look like he gave a damn that anyone actually “went up the Bridge.” Although being on OT VII could suck the life blood out of anyone on it. Beside those poor souls on OT VII, the money raised for services was chump change compared to the money raised for nothing.

That’s an interesting analogy Matt. scientology certainly is dying and no amount of make up or hair plugs can bring it back. But, it’s even worse than that. The fact is, even though there might have been some good times in the 60s & 70s, it was a scam all along. The scam started in the 40s with Hubbard’s “research” that morphed into dianetics and then scientology. No matter how it is presented when Hubbard was alive, it was a con all along. The ‘tech’ doesn’t work, there are no ‘clears’ or ‘OTs’ only certificates and shiny objects that verify one was taken to the bank and robbed of their money and dignity.
