Because I have had so much to say about the subject of its “imminent” release, I am republishing Dan’s write up here in full (though if you want the attachments referenced, go to Clambake, I have not attached them or linked to them here).
If there is one person who knows the story of Super Power — what it contains and what it is supposed to accomplish — it is Dan Koon. His recollections may help distinguish the hype from reality and help make clear just what a boondoggle the entire Super Power pitch is — both in terms of the actual technology it contains (the majority of which is NOT new) and even more so the need for a grandiose marble palace in which to make it available to those who have paid beaucoup bucks for the privilege of receiving a handling designed to rehabilitate staff assigned to the RPF as List One R/Sers.

Super Power, or What I Can Recall of It

Some people have asked me about Super Power. As part of the LRH Technical Research and Compilations Unit, I was involved in the project to compile Super Power and thought that it might be interesting to relate my experiences with it. Had I written this twenty-some years ago when I compiled the rundowns, I could have quoted them chapter, line and verse. As it stands today, some of the rundowns that are part of Super Power I still recall well, while others, unfortunately, hardly at all. What I am giving here are my personal recollections having been involved with the original piloting and, years later, with the first complete compilation of the rundowns. Anyone is free to make of this what they will and use it or not as they see fit. Many thanks to John Aaron Williams for putting all the references together.
Backstory
At the beginning of 1978, LRH returned to his home in La Quinta, California near Palm Springs, after having been away for several months following the FBI raid in Los Angeles in July 1977. Soon after returning he wrote about the need for locating Sea Org staff members who had been, intentionally, he put it, gumming up the works and hindering Scientology expansion. The few staff who were truly dedicated to stopping the show were termed List 1 R/Sers. (I have heard from another that this project had been in the works even before the FBI raid, but I did not learn about it until late winter 1978.)
An R/S is a rock slam, the wild and crazy manifestation of the E-meter needle. It indicates, per E-meter theory, that an evil intention has been touched on regarding whatever topic was under discussion at the time the R/S manifested. List 1 is a list of subjects for discussion in auditing that relate to Scientology, its organizations and principles, such as L. Ron Hubbard and Mary Sue Hubbard or organization executives. You can find a copy of List 1 here.
LRH’s solution for locating the staff who he felt needed to be taken off the lines was to sec check each S.O. staff member on the subject of List 1. If the person being sec checked turned on an R/S, that meant he or she had an evil purpose on the subject under discussion. If such were found, the staff member was to be taken off post and sent to the RPF to have the evil purpose handled before being allowed back into the general group. LRH’s expectation was that the few staff who did have R/Ses would be located and moved off for handlings with little disruption to the organization and significant improvement in its operation. That was not what happened in practice.
The key technical person over the project had a crashing misunderstood on the difference between a rock slam and a dirty needle and the confusion resulted in half the staff at LRH’s base in La Quinta being sent to the RPF and an almost equal number RPFed at Flag and the PAC base. It was probably the biggest debacle in the Sea Org’s history up to that time. As word spread about the number of staff disappearing and winding up in the RPF, people going in for their own List 1 sec checks were nervous and under stress and this tended to produce more dirty needles, which, called R/Ses, landed them with their fellow staff in the RPF.
Meanwhile, LRH had immersed himself deeply, very deeply, in shooting the first technical training films. That pretty much consumed his days, every day for the first 2/3rds of the year. In late summer, though, he came up for air and asked for a report on the status of the project. He was shocked and horrified when he learned the number of people who had been RPFed. He stepped in and removed the person responsible and ordered people incorrectly RPFed to be reprieved. The RPFs emptied rapidly and people returned to their jobs.
The original situation, however – unproductive staff members – remained. The List 1 Project was basically an ethics-type approach to the problem and it failed miserably. LRH came up with another handling and called it the Humongous Rundown or, as we know it today, Super Power.
The Rundowns
LRH laid out 12 individual rundowns that make up Super Power. The initial concept was to help staff members become more causative and efficient on their posts so as to create faster expansion for Scientology. Blithely ordering someone to find the List 1 R/Sers on staff and remove them had not worked out too well, so LRH dug in more thoroughly this time to get to the bottom of staff inefficiencies. (This, by the way, was the approach he commonly took: when faced with a situation to deal with, try the simplest, fastest way possible and if that doesn’t work, then dig in more energetically.) He began working with a recently formed compilations unit called LRH Technical Compilations (today called LRH Technical Research and Compilations, RTRC) to prepare and pilot the individual components of Super Power. At the time RTRC formed up I was an auditor in the Qual Div of WHQ but joined RTRC the following year, in 1979.
Ethics Repair List
The existing situation in September 1978 was that the entire Sea Org had just been through a terrible mauling emotionally, physically, third dynamically and case-wise from the severe injustices of the year. His first handling, then, came in the form of the Ethics Repair List which you can find here. Thirty-five years after its development anyone simply reading over the questions on the list will likely find that they can easily think of answers to most of them. So, far beyond the initial reason for its development, the Ethics Repair List will do a lot for a person’s button on the lack of justice existing in the world.
Auditors at the La Quinta base began running the list of those recently reprieved from the RPF and the list was modified based on the pilot reports being received. LRH would review and correct as needed each of these revisions and finally authorized the list for use in its final form. Late in the year the ERL was broadly released for a short time but then pulled out of circulation. It has been on the Internet for many years and freely available for download and use.
Personal Revival Rundown
The next rundown LRH worked to develop was the Personal Revival Rundown. The theory of this action was explained in HCOB 27 Oct. 78, COLLECTIVE IDENTITIES, an excerpt of which is quoted here:
“There’s an implant on the track on the subject of “We are all one”, “All is one”. Someone stuck in this actually goes from the generality of “All is one” and then individuates from that! That’s actually the basic definition of individuation (as different from individuality).
“A thetan who is “dead” acts like . . . there’s nobody running the show . . . This is the Socialist, everyone belongs to “The State”, individualism is negated, it’s all “The People”.
“TV, Drugs and Socialism are the factors that are bringing about the current deterioration of society, and with these three you can predict a super break up. You get NCG cases, or subtle NCG cases (these make only minor gain), they are a collective mass. The speed of effect of auditing would go up after an Ethics Repair List and Criminality Rundown because on the Criminality Rundown you’ll get a “demutualization”. If you have a TV and Drug culture and enter in a Welfare State you’ll get this. In Communism a person is severely punished if he shows any individuality.
“There are crime waves after waves which are due to a super association with Death. Then guys have seen so much Death, they consider themselves dead. It isn’t that they’re taught to kill, it’s that by association with Death, they have become “dead” and irresponsible.
“Therefore as a rule, while engaging in any collective social or organizational activity, you have to foster individuality.”
LRH’s general notion was that some (or many) staff were irresponsible on their jobs because they were, as stated above, more or less dead as beings. In fact, the colloquial name for the rundown when it was piloted was the Dead Man Pilot. The general approach, as near as I can remember, was to assess a list of possible conditions such as deadness, unconsciousness, unfeeling, numbness, etc., on the pc and then address whatever read with processes. The processes were recall processes on whatever items read. For example, if “deadness” read on the list, the auditor would run, F1, “Recall deadness.” F2, Recall another’s deadness,” F3, “Recall others’ deadness,” F0, “Recall your own deadness,” or commands to that effect.
The idea was to take the person out of whatever past experiences had been laying on him or her like a lead blanket and enable them to come back to life.
This rundown was piloted to some extent in 1978 but not finalized at that time that I recall. It is also known as the Criminality Rundown in some issues, so far as I recall.
Consequences Rundown
Once the person was freed from whatever “deadness” he was manifesting, the next part of Super Power was directed at helping him look some distance into the future and heighten his ability to predict consequences of his actions. A couple relevant bulletins explain the theory of this rundown:

If pc is still reluctant and upset about goals or isn’t getting better faster because of the Solutions Process above, run some consequences in this fashion: “What would you be likely to do if you didn’t have a bad foot?” This makes the pc look at it some more, and some Responsibility run on what he has said he might do will clear the thing away.
Then, from HCOB 6 JUNE 1969, PREDICTION AND CONSEQUENCES, which you will find here:
Probably the reason overts of omission and commission are done at all lies in man’s inability or faulty ability to predict and to realize consequences.
Men are rather thoroughly stuck in the present and so involved with its confusions that they rarely foresee anything and are mainly oblivious to any consequences of their own actions or failures to act.
A process relating to this was from Ability Magazine Major 6 [1955, ca. early September], available here:
IX. CONSEQUENCES:
“What would happen if you were apathetic?
Repeat, etc.
“What would happen if you got angry?”
Repeat, etc.
APPLY TO TONE SCALE AND AWARENESS SCALE.
Because a criminal doesn’t really think about the consequences of his actions (i.e., he doesn’t see that if he breaks into the house to steal some stuff that the police are going to come looking for him and put him in jail), this rundown helps the pc improve his or her ability to predict the consequences of their actions. The basic thrust of the process was to ask the person to recall an action of theirs in the past and then ask that when they decided to take that action, did they think of the consequences. In other words, did they think of whatever happened afterwards as a direct result of what they had decided to do.
This seems to be a different slant on one of the processes on Grade 1 (taken from the Grade 1 Process checklist of November 1987):

Bright Think Rundown
One of the aspects that keeps a person pulled out of present time and less aware of what is going on around him is resolved by the next rundown, the Bright Think Rundown. Like the Ethics Repair List, this too was made broadly available for a short time in late 1978 and so the rundown is available on the Internet today. You can read all about it here.
One of the values of Super Power when delivered to a Dianetic Clear is that the Bright Think Rundown accomplishes in part what Power Processing was designed to handle on a case. Dianetic Clears may not receive the Power Processes but may be run on Super Power including the Bright Think Rundown.
This was the last Super Power rundown that was worked on before LRH’s death in 1986. The remaining rundowns were listed out and he wrote one or more dispatches to RTRC or Snr C/S Int about the remaining parts of Super Power, including how it was supposed to be exported to St. Hill Orgs. But no other rundowns were compiled and nothing was ever again submitted to LRH on Super Power.
What happened was that in the late fall 1978, LRH called for a team of auditors from each St. Hill org as well as Flag to be brought to the WHQ base (winter headquarters in La Quinta) for training on Super Power. His first action was to call for demonstrations of their TRs. This ran headlong into a barrier in that their TRs were inadequate to deliver Super Power. At this point Super Power went off the radar and LRH’s focus of attention for most of the next year was TR training. Large TR courses were established at Flag and in PAC and LRH spent a lot of time looking at TRs videos, dictating critiques to students and, because it became like pulling teeth to get students to submit acceptable videos, working out broad, large scale handlings to deal with the situation of a “world out of comm,” as he described it. These offshoots of the TRs evolution became the Key To Life Course and the Life Orientation Course. Numerous other bodies of tech grew out of his work during this period including a codification of False Data Stripping, the Product Debug Checklist and the Purification Rundown among others.
RTRC struggled to even keep up with the flood of dispatches and orders and Super Power became back-burnered. The RTRC Dir, Phoebe Mauerer, bless her, dutifully filed every piece of paper relating to Super Power and stored them in bankers boxes and for the next 8 years kept these boxes right above her desk until the day she died in late 1986. (Phoebe and LRH were close. She was one of the early S.O. members and served well and with distinction for many years. After LRH died in early 1986, she just kind of said, “Screw this, I’m out of here,” and a lifetime of smoking did the rest. Her sense of humor stayed with her until the end, remarking at one point with appropriate irony, “Dan, my Int is really out right now!”)
RTRC did not get around to Super Power again until the fall of 1991, 13 years after LRH began work on it. Phoebe’s careful filing and protection of the papers on Super Power made the job of completing compilation of the remaining rundowns merely difficult instead of hopeless. Some of the remaining rundowns LRH said very little about and it was left to RTRC to search high and low for clues how to assemble them.
Study Rundown
At this juncture in his Super Power processing, the person will be pretty cleaned up of certain factors that were dragging his attention back into the past. So, now his ability to learn and think with data can be addressed. The first stage of this is the Study Rundown, which consists of being audited on The Study Green Form, which is available here.
Many people develop blocks against assimilating information and learning because of oppressive schooling or other reasons. The Study Green Form locates these and addresses them.
False Data and Loss Rundown Part 1
False data is something LRH was onto even from the early days of Dianetics. While developing Super Power he theorized that when a person experienced a loss, he or she was likely to adopt false data as a stable datum to help resolve the confusion resulting from the loss. The losses tend to keep the person pinned to the false data adopted at a rough time in the person’s life. Imagine, for instance, being taken off your post and put in the RPF. For many, that would be a loss: loss of post, status within the group, your spouse, friends, etc. People might start to adopt false data after such an experience, such as the RPF leaders telling the person they are no good and deserve to be where they are, etc.
The handling developed was to find areas in the person’s life where he or she might be having difficulties as the result of false data, find a false datum and strip it off using FDSing tech and then locate the loss prior to accepting the false data. Then, once the loss was found, to audit that out using various tools (perhaps Recalls on Clears and OTs or NED on preclears), including, as needed False Purpose Rundown. Note that FPRD was not developed until 1984 and LRH mentioned the correlation between False Data and Loss in 1978. Whether this was LRH’s intention will never be known.
False Data and Loss Rundown Part 2
LRH’s idea here was that once the person had been rid of his false data proneness, his thinking could be freed up and this is done using the HC (Hubbard Consultant) Lists which were developed during LRH’s work on the Data Series. This step is fairly straightforward and you will find the HC Lists here.
Cause Rundown
Well, I draw a blank when I scour my memory for what this process consists of. I don’t recall that it was anything too remarkable like some of the other rundowns and no one who received it on the pilot said too much about it. That may not be the case but I simply don’t recall anything about this particular rundown or the process it entailed. I can theorize now that it would have to do with helping the pc reestablish his level of causation, now that he or she had been cleaned up to the extent that the previous rundowns would have accomplished that.
Power of Choice Rundown
As is the case with the Cause Rundown, I really do not remember much about the Power of Choice Rundown.
The theory of it, however, likely is not too far off from LRH’s bulletin of 4 February 1960, THEORY OF RESPONSIBILITY PROCESSING, which you can see here and wherein LRH makes the point that a person’s power of choice is more important than his responsibility level. Another relevant writing is HCOB 23 May 71R, rev. 4 Dec. 74, Basic Auditing Series 10R, RECOGNITION OF THE RIGHTNESS OF THE BEING, which you will find here.
The way these would apply to Super Power and making a staff member more effective on his job would be to rehabilitate his power of choice about doing his job. (As a note, should more information about these two rundowns or any of the rest become available it will be made known, either in a revision to this article or in a new one.)
Perception Rundown
Amid the hoopla surrounding Super Power, the Perception Rundown is smack dab in the center of it. The reason for this is the many different kinds of equipment and special rooms that have been developed for this part of Super Power.
As is well known in Dianetics and Scientology and in other fields as well, a person’s ability to use one or more of her sense channels can be impaired or blocked by traumatic incidents from the person’s past. Ray Charles was said to have lost his sight at a young age when his brother drowned in a washing tub in front of his eyes; shortly thereafter, overwhelmed by guilt, his eyesight began to deteriorate and he went blind for the rest of his life. Whether or not this is a convenient coincidence to support the claim, nearly everyone recognizes that one’s eyesight or hearing or sense of smell is capable of fluctuating in keenness from day to day, even throughout the day.
The Perception Rundown was designed to sharpen or even restore a person’s ability to communicate with the world through any or all of the 57 sense channels described by LRH in HCOB 23 July 78R, LIST OF PERCEPTICS, which you can find here. The rundown consisted of first locating and auditing out charge that may be inhibiting a person’s ability to see, hear, smell, touch, etc. Then, once the charge is handled on a specific sense channel, the person drills using that particular channel which puts him more in control of it and can greatly heighten his awareness of communication along that line.
The first part of the rundown simply consists of clearing and assessing the entire list of perceptics and finding the ones that are charged. The mental aspects of the reading items are audited out using R3RA for cases below Clear and recall processes on four flows for Clears and above.
Perception Drills
Once the charge is handled on a particular perceptic, one drills the perceptic to improve the ability to use it. The total amount of direction that LRH gave about how to put those drills together is contained in the previous sentence. It was one line in a despatch saying to drill the pc on the perceptic after the charge had been handled.
RTRC (me, the compiler) undertook a several days long search to find some clue to these drills. The solution was found in materials around the time LRH wrote Science of Survival and the action was to alternate putting one’s attention on the sense channel and taking one’s attention off of it. Simple, when we finally found it.
Say the person had trouble with his hearing. You’d put a ticking clock (or something similar) on the table and have the pc put his attention on the clock (listen to it) and then take his attention off the clock (causatively don’t listen to it). The general idea is to have the pc put his attention on the perceptic channel and take his attention off it and alternate this back and forth to the end phenomena of the process.
From this description of the rundown it seems likely that the perceptions which a person has trouble with (and REALITY on) and which will therefore read are the usual suspects such as sight, sound, touch and smell. Sense channels along which the person has little or no reality will not read, per basic auditing theory.
Nevertheless, the church has spent millions researching, prototyping and producing fancy machines, stations and entire rooms so a person can drill such esoteric perceptics as Awareness of Awareness, Saline Content of Cells, Perception of Conclusions (past and present) and the like. That is not to say that someone could not drill each of his perceptions using this equipment but that is most definitely NOT part of the rundown as laid out by LRH. Of course, if something reads it will be run and then drilled. The likelihood of some of these rooms and machines every being used seems to indicate the incursion of marketing and fundraising considerations into tech.
Learning Drills
By this time the person receiving Super Power has been brought out of any case condition what might distract him from doing a good job in his post, he is in present time and his senses have been sharpened up nicely.
Now he/she does the Learning Drills as laid out in PAB 110, 15 April 1957, EDUCATION, which you will find here.
Physical Universe Drills
The final step of Super Power is to drill the person on the actions of his/her job or post. The basic idea here is to drill the person to become more adept at the mechanical actions of his job. This is a matter of isolating the actions and their sequences that the person does in his or her work. You then have the person go through these motions and drill him to become more efficient and faster at doing them. Each aspect of the job is covered until the person, in present time, is capable of assimilating data and learning and with heightened awareness becomes a whiz at his or her job.
For example, say a guy is a cabinet maker. You would drill him on measuring a piece of wood, drill him on setting up his saw and cutting the wood, drill him on sanding and planing the wood, drill him on assembling the cabinet, installing the hardware, staining and finishing it, etc. Pit crews at the Indy 500 drill tire changes and filling gas tanks and it pays off. Same idea here.
That completes Super Power.
Compilation and Piloting
As mentioned earlier, the first few Super Power rundowns were piloted and some were finalized in 1978. After that nothing was done until 1991. Then, the project was picked up again and each rundown and related issues were compiled in pilot form, which was the first time the entirety of Super Power existed. The issues were approved by Ray Mithoff who was Inspector General Tech (or maybe Snr C/S Int) at the time. They did not go to Miscavige as all tech issues did for final approval. These were just pilot issues.
Once compiled, a group of Gold staff were selected to receive the rundown. Several Qual and Snr C/S Int Office auditors were trained on the rundowns and began auditing their pcs. Pilot reports and success stories received from the pcs after each rundown were encouraging. Some particularly remarkable things occurred during the Perception Drills. Pcs commented how sharp their perceptions became from the simple drilling of putting their attention on the sense channel and then taking it off the channel. LRH had commented that some people did not hear well, for example, simply because they did not listen, meaning they had muffled or closed down that channel. Drilling opened the channel back up and put people at cause over their perceptions again. One pc remarked how it was almost scary how sharp and attuned her perceptions had become. (As a note, no fancy equipment was developed for use on the pilot, but simply objects, odors, sights and sounds readily available.)
Each pc who completed the rundowns felt they had experienced many many positive gains. The proof, however, would come in their post performance afterwards. Without exception each pilot pc performed exceptionally well on post for a good long period, a year or more.
However, in the LRH dispatches he laid out how Super Power should be delivered to a staff. One would put each member of an area, such as a division of the org, through Super Power before going on to the next division. (For purposes of the pilot, this was not possible.) The reason, he said, is that the staff working around the Super Power completion would eventually drag the person down again with slowness, inefficiencies, etc. And this is what happened with the pilot pcs. They did well for a long time but eventually ran into trouble in one form or another. A couple, I think, even ended up in the Hole, the infamous lockdown for certain staff at the Int/Gold base.
Primary Public for Super Power
It should be clear that Super Power was intended for staff to make them more effective on their posts. Yes, LRH said that Dianetic Clears could receive it but nowhere in his writings about Super Power does he mention it as a mainline public service.
A couple of the Feshbach brothers came to Gold and received the rundown in the mid-90s in exchange for each donating $1,000,000 to the Super Power Project coffers.
Caveat
I am writing this up more than 20 years after compiling the rundowns. I have put it together as best I can remember and have had it checked by other ex-staff who received some or all of the rundowns. Naturally the specific tech for each rundown is not given but someone interested in delivering it outside the control of the church will be able to figure out a fair approximation of the process for each part of the overall rundown. Two of the most key parts of Super Power, the Ethics Repair List and Bright Think Rundown exist as LRH approved them in 1978. Other parts such as the Study Green Form, HC Lists and Learning Drills have existed for decades.
Undoubtedly, people at Int have recompiled Super Power and what eventually is released by the church may bear little resemblance to what is laid out above. From all the attention being paid to, and resources being poured into, the Flag delivery building, it certainly appears that Super Power will become a main line service for paying public at Flag. That was never LRH’s intention. In fact, if one reviews the various parts of the rundown it is obvious that LRH pulled extensively from tech or tech theories that already existed and sequenced it in an order that would accomplish the desired product of a competent, efficient staff member. Super Power was and always will be primarily for STAFF. Only secondarily is Super Power for Dianetic Clears. That is not to say that public will not benefit from it. Anyone would. Yet, Super Power does not supplant anything on the Grade Chart. It is not superior in some way to SA Lists, Book One, the Expanded Lower Grades, NED, Power, R6EW, the Clearing Course, OT levels I to VIII and the Ls.
But if you put yourself in LRH’s shoes in late August 1978, with a Sea Org, half of whose members had just spent months falsely assigned to the RPF with the wrong item of List 1 R/Ser, what actions would you take to help clean them up and help them do better when they returned to their posts?
That is Super Power.

I did once repair Mk V and VI emeters. When checking the potentiometers (TA, Trim, Sensitivity) one often found spots that caused a D/N or R/S. Estpecially on heavily used meters like Qual or Tech meters, and most owners of these meters assured me “there is nothing wrong with the meter – it just needs a new Silver Cert”. I used to think “how many PC’s have been labelled R/Sers due to faulty meters?”

That List 1 R/Ser evolution extended to Org staff as well. I know because they hung it on me at one point. I had a choice– route off staff or a take a year’s LOA to earn the money for XDN. Somewhere in the middle of my LOA the Dianetic Clear evolution occurred and they took me back on staff. Shortly after that, I went through a series of D of Ps and was declared Clear. If Steve Hall is reading this, Dan McMurrough was the C/S at the time and conducted my interviews in Austin.

It seems to me there may be a problem with the “HC OUTPOINT-PLUSPOINT LISTS RB” HCOB in the reference section. It only includes the list of outpoints (omitted pluspoints list 🙂 ). And is the title of the issue really “… RB” and not “… RD”?
Just pointing it out so it can be fixed in case this info gets to Dan (thank you, Dan!) or if someone has the correct/full issue.

The List1 RS story is absolutely appalling, starting with LRH’s actions. His continuing blaming of lower level staff in generalities (he had no specific staff identified when he started the action) started in the mid 60s and continued until his death. And THEN, he took NO responsibility for seeing this crazy cycle through (per NUMEROUS of his OWN policy letters! – also per his OWN definition of “responsibility” – being cause over all efforts and counter efforts on all dynamics and we’re talking about HIS organization). And then, presumably a TOP person in the SO thinks a dirty needle is an RS and starts to offload half of the staff onto the RPF and apparently EVERYBODY else LETS IT HAPPEN!!!!! And Ron “doesn’t even know about it!” There’s a leader on top of things in his organization as it is being torn apart. Yeah, there is the organization that Ron put together – a crazy nutso group that routinely dramatizes no responsibility and Soviet practices FROM THE TOP DOWN (and I’m talking about the founder when I say that). The group that wants to take control of all civilization. Really.

I have only known four Sea Org members that were a liability. All four because they were abusive to other people, three of them habitual liars and in looking back, sociopaths.
Staff work seven days a week every waking hour. Under intolerable conditions most of them malnourished with no enhancement or insulting exchange. AND THEY VOLUNTEER.
It seems to me the worse conditions got for them, the more Hubbard was disappointed by them and looking for a way to “improve them”. Or, “fix them”.
If Hubbard had taken better care of them, would would have been in great condition. But I know he was against worker sympathy. There is a policy about it somewhere.
If they were not hunted by injustice, half starved, under paid and blown off the bridge from the day their contract started, they probably would not have needed the “Super Power” rundowns.
The public have no such trauma to recover from. This is one little factor David (not good at the math anyway) overlooked.
These rundowns were piloted on staff that had been abused for years. I guess the only public that it was piloted on were Matt and Joe. Who would never dare criticize. \and who profited off of other people’s losses for a living, so, there is a criminality in that.
This might sound like a small issue, but it is not.
And if it is released and goes over like a lead balloon, this will be the last David will see of the cream of Scientology.
I did the Bright Think Rundown and it was great. But I have kept the same work schedule since I left the Sea Org. At one point working three jobs for three years straight, to put my husband through school. I was pretty burnt out when I did it.
David is going to be bringing in people that retired 20 years ago and have mulling about the golf course, the ones that are still alive. A large percentage of them paid and donated but waited so long they passed away. And what problem does he hope to solve for them? Lack of success? Really? They paid millions in donations and they have a success problem? Wrong who, wrong why, wrong indication, WRONG C/S for this public. I have a feeling this is going to be a situation. Not exactly David’s most brilliant idea. I mean, it is downright stupid.

And it’s not just SO staff that were abused, but also Class V org staff and even mission staff — all kept in poverty, while the Int Base received 10% every week right off the top — a fortune which they wasted. When I first arrived at the Int Base in the summer of 1984, CMOI was about to embark on renovating their reception area in Del Sol (the building where CMOI was located). This was a big deal internally. Anyway, they were spending $10,000 at the time which seems like a drop in the bucket now, but as I was fresh out of a struggling Class V org $10K seemed like a small fortune to be wasted on something as frivolous a new reception area no public eyes would ever see. Who was the new reception area supposed to impress? No one entered that building but staff. So why did it need a $10,000 facelift? I could think of so many better ways to spend the money. Austin Org, where I was from desperately needed new carpeting in their public areas. They needed a nice reception for PUBLIC. Hell, they needed toilet paper! Every Class V org and even ASHO and AO rarely even could afford toilet paper. Yet CMOI was spending their money on a posh new reception area… for themselves? This money could have gone a long way in a Class V org — the very places where income was produced in the first place. But CMOI felt justified blowing that money fixing up their own place to justify their own inflated sense of self importance. What was management really doing? Destroying orgs and ripping off staff. That’s really what it was all about in those days — CMOI and especially RTC had a monumental button on self importance. $10,000 projects quickly grew into million-dollar projects and multi-million-dollar projects — all wasted on renovating the Int base — off limits to public. DM put in sports fields we never got to use, exercise equipment we rarely got to use, basketball courts we never got to use, it was a joke. Oh, and he built a small lake that we DID get to use… when people (volunteers) were thrown into the stagnant water as punishment. Today less than half of the staff who once populated the Int base and who “needed” all those renovated buildings and facilities are left. So that means more than 50% of the renovations were utterly wasted — renos were done and the buildings are empty. For example, take CMU. We got the entire third floor of “Building 36.” When we had 35 staff we still had plenty of empty desks in every department. The capacity was at least 75 people. Today they are down to about 5. An attrition rate of 86%. DM spent $70 million on Building 50 for all of his 10 staff. That is $7 million per staff member. The average hard working staff member in a Class V org earns $1.25 a week, while DM showers money on buildings for nobody. David Miscavige is bad at math, bad at everything except wasting money and destroying orgs. He is the absolute MONARCH of “having to have before one can do,” penalizing upstats, rewarding downstats, enforcing unwanted havingness and denying wanted havingness.

He has put the Orgs so out exchange they float on donations now. The debt is HUGE in unpaid services such as OT lX and X and superpower. For all I know the Church of Scientology has been insolvent for years! Every time they take a “donation” for Super Power they owe those rundowns to SOMEONE! The Freewinds still owes thousands of people OTlX and OTX! OT8 was sold in a package! It included OT8 lX and X!
David managed to reduce millions in debt by having accounts debited for the basics! That is how wiped out MILLIONS in debt!
What is the “Ideal Org” plan except real estate obtained to add to the asset column of the ledger against liabilities?
You hear the G.I. stat at every staff meeting but you never hear about the debts owed. For all we know the Church of Scientology has been insolvent for years. Every Org has files and files of public that have money on account yet not enough to pay their staff. What does that tell you? Every member of the Super Power donations project is OWED service. The F.S.O. recently paid close to half a million dollars in FINES alone over the Super Power Building.
Marty had to relocate and Mike had to discover a camera in his neighborhood before David could peel himself away his desk to go down to Flag and actually get involved with some production! What are they offering? History lessons to the public! Watching old videos of Church history!

Thanks for making these points Thoughtful. We had many a 100 hour work week with our moonlights. Another problem was the incessant rip off of staff. In my 10 years at a CI iV org, I can’t tell you how many times staff just disappeared overnight, as well as qualified new public. We were pillaged constantly in a completely off policy manner, and it was just condoned and justified. I felt like a feudal serf. The waste of money and people is truly disgusting, so much good could be done. I would have loved to hear that the Int staff was enjoying a gym or whatever. I thought our group was about optimum survival and a game where everyone wins. I really couldn’t live with myself eating fine food and luxury while those around me were suffering. DM is a greedy asshole and I feel comforted knowing he will reap what he has sown.

Yes, ASHO was always short on toilet paper! All that waste up-lines and we couldn’t even serve the public some basic things and needs. I certainly though was not put in that mind-set as I failed on my Int clearances, which now I see was very good. I may be able to shed some light on the Power of Choice Rundown as I was on a pilot project for this in 1979. The basic concept is that when one’s power of choice is subjugated against their will, they continue to BE that which they had been prior to the subjugation. I believe the example that was given was a baker being drafted into the Army. He didn’t want to go into the Army but had no choice, having been drafted. But instead of now BEING a soldier, he simply continues in the baker beingness while supposedly, outwardly “being a soldier”, thus rendering him nearly incapable of actually being a soldier.
The idea was to locate those times when one’s power of choice with respect to one’s beingness had been subjugated against one’s will, rehab that suppressed beingness and allow the person to now make a conscious, willful choice in present time. The rundown did produce a huge resurgence in beingness, goals and purposes.
The problem with running it on staff was that a certain percentage had been illegally recruited (for example, being told by the Recruiter they could be an artist at Gold but wound up being the Central Files Clerk) or had been assigned posts they didn’t want. However, to just transfer to the desired post that suited one’s chosen beingness or to leave staff should such a post not be available was contrary to extant staff culture and is still so today. Too bad! Imagine people doing jobs they actually liked?? Intolerable! 😉
With respect to the Bright Think Rundown, my understanding is that it was intended for Data Series Interns who were having a tough time doing evaluations – so as to isolate and blow the outpoint (illogic) in their own think. In looking over the assessment, it’s obvious that one would have to have a very clear understanding of each of the outpoints in order for the items to read at all on anything other than the misunderstood.
Additionally, I can fully appreciate how the Ethics Repair List would be dynamite if run in the RCS culture. I concur with SadStateofAffairs that, “Doing it this way pretty much guarantees that few staff will ever do it, because if they did, they might actually start waking up and revolting against the DM regime.”
Obviously, the staff culture LRH was attempting to bring about with Super Power is diametrically opposed to the extant RCS staff culture, which itself would account for the 35 years of added time and arbitraries on its implementation, and its marketing to public.

Another set of contradictions occurs when reading the description of HCOB 27 Oct. 78, COLLECTIVE IDENTITIES:
“There’s an implant on the track on the subject of “We are all one”, “All is one”. Someone stuck in this actually goes from the generality of “All is one” and then individuates from that! That’s actually the basic definition of individuation (as different from individuality).
“A thetan who is “dead” acts like . . . there’s nobody running the show . . . This is the Socialist, everyone belongs to “The State”, individualism is negated, it’s all “The People”.
“TV, Drugs and Socialism are the factors that are bringing about the current deterioration of society, and with these three you can predict a super break up. We had a friend leaving New York to go out to L.A. to “go OT”. He is somewhat of a famous celebrity at this time. Anyway, we were all very excited for him! So, reading this write-up is SO nice and relaxed and perfectly in context with all the rest of the LRH offerings.
Each person’s thing the THE thing. For the guy with a real live hurting ARC X (break), ARCX handing tech is THE thing.
It HAS to return to individual CSing and individual service, like you get from those who are now out.

Really interesting. With its background of L1 RSers I wonder if the public will ever be told this. Will the public who fail to sign up for it be assigned to the RPF? Probably, if Miscavige had his way. He’d probably promote the public RPF program as “The Next Step to a New Galactic Civilization”. And there would be a certain percentage of the long-gone who would coo “Wow, COB has done it again” and whip out their credit cards.

I knew about the L1 thing because I was public on auditor training and there were a lot of issues on RSes and RSers that we had to High Crime.
Actually back then being sent to the RPF wasn’t as bad as it is now.
They got 5 hours study or auditing.
The worst part about the whole cluster f—-k was trying to turn on non-existant R/S so they could be handled with Xdn.
Also more often than not people were being sent to the RPF because of faulty leads, static charge and the ever popular forgetting to take their ring or rings off.
Probably one of the reasons that the HCOB on how to verify an actual R/S came out!
In all the time I’ve audited which amounts to thousands of hours I’ve maybe only seen a few dozen valid R/Ses.
The scariest one I saw could also be heard because the needle was slamming against pins so hard.

Personally I spent a short time seconded to New World Corp in the mid 80’s so I know a little about this whole evolution.
“New World Corp” was the unit designated by Ron in RJ 30 to deliver Super Power to *staff* in late 1978.
As Dan alluded to there were several preliminary actions that the Ol’man felt should precede Super Power after he reviewed the sorry state of TRs training international and concluded after an eval that the inability to train auditors on TRs was due to their “education” prior to Scientology.
The eval he did was called “The World Out of Comm” eval or WOC for short and is based on the “Change the Civilization Eval” HCOB 3 Feb 1979 Issue I which is on pg 307 of the original Tech Vols.
WOC is much more extensive and from what I can vaguely remember was only issued as an SOED.
Anyway part the handling in WOC was to resurrect Method 9 word clearing which had been pretty much languishing as one of the alternative Word Clearing methods and put into extensive use.
Again this was “old” tech that had sort of dropped out of general use.
Another one developed in the mid ’60’s was Clay Table Processing.
Both these technologies were incorporated into what became the “Key to Life Course” or KTL and the “Life Orientation Course” or LOC and our purpose at NWC at the time was to pilot these actions plus an additional rundown that we all called the “running program” because it involved a lot of running aka “Cause Resurgence”.
All these rundowns were intended for staff *first* yet they with the exception of the “running program” were released broadly to the public in I believe 1990 at the New Years event before any of the staff at any org with the exception of a few who had originally been slotted to run the program could receive these Rundowns.
My personal suspicion is that Int Management or I call ’em “the coup” at the time instead of seeing efficient and functioning orgs saw dollar signs instead.
But this is only a suspicion.
As anyone who was there knows the broad release of KTL/LOC eventually became an unmitigated disaster for various reasons like the fact that many of as in most of the staff at any org that delivered it where not KTL/LOC grads themselves and only those auditors and C/S who were KTL/LOC grads which very few were could review KTL/LOC errors.
Thus public would languish for days, months, even years waiting for the in most cases, the and in some cases one in the same KTL/LOC C/S and Review Auditor to get around to reviewing their case.
That is if the poor auditor and/or C/S didn’t blow from total overwhelm.
Anyway like KTL and LOC it looks Super Power will be another catastrophe if it ever is released.
Another thing is that from my understanding from when I worked at New World Corp that KTL/LOC were devised as undercuts to Super Power.
Yet it seems that “the coup” what’s left of it is going to dispense with the prelims, like have the staff receive Super Power, have the auditors and C/Ses who are slated to deliver it skip doing KTL/LOC themselves, BTW the whole reason that the Ol’man developed KTL/LOC in the first place was so that auditors could be trained in delivering Super Power and the dearth of auditors and C/S who are left are not only going to be totally overwhelmed by requests for review but unlike KTL/LOC which is mostly coaudited will have to audit the Rundown as well.
Frankly I don’t envy their position!
More than likely they’ll have the public cycle through like on some endless squirrel cage on endless array of preliminary and “set up” action like for example the objectives and purif.
Then maybe the so called “finder of lost tech” who wouldn’t know what Standard Tech was even if it bit him in the ass, will “realize” that KTL/LOC was an omitted step and that those who did it before didn’t do it right or whatever and so there will be this big evolution to resurrect KTL/LOC and then….
I’m sure you all get the point.
So to conclude this rather long comment.
I’m sure it will be interesting to watch how this all unfolds.
I’m glad to say that I am no longer part of this circus that has become the Church of Scientology 🙂

That is correct. LRH did get some auditors together at a property called Monroe which was part of WHQ, Winter Headquarters and could not train them (get them through Pro TRs and metering course) to be Super Power auditors. The handling for this, through the WOOC eval was KTL, which was taken off the line up by DM some time ago. GAG Too isn’t a substitute for this and these auditors are being set up by the Pope!

I was SSO in an org that sent some Super Power Trainees.
After that it was all quiet. Like the calm before the storm.
Months go by then suddenly a flurry of Telexs come screaming down the line from Ron himself telling us to get the following HCOB and the program attached to it IN, IN, IN on all tech staff.
The HCOB was TR Basics Resurrected and the program that followed was how to implement it.
After we put out the fire in the Telex office 😉
The World not only began with TR 0 but our world was TR 0!

The glaring outpoint in the delivery of Super Power, needing all those staff, that building, etc., is that Super Power was delivered to the Feshbeck brothers, however you spell their name, without any of the buildings or equipment, decades ago.

Anyone could have done it with the means. There was a thick stack of blue papers in the registrars office area at the base, early 90’s, promoting doing super power at the Int Base for anyone that donated 100,000.00. It was 100K. If the Feshbacks paid one million each that is news for me. It was being offered at 100K.
When I was at the base Matt Feshback gave me a teddy bear made of MINK. He is still Ka Kahn status in my book. I just threw that teddy bear away about two years ago. It got kind of stinky.

LRH never mentioned anything about a super duper power tower required for delivery either, that I;ve seen. Didn’t the 78 issue mention about available in six weeks? Although Dan does a great job of clearing up that long running confusion, Miscavige has clearly milked it for all it’s worth.

It’s obvious you put in an enormous amount of time and work to produce this document and for that I thank you. It’s unlikely any of us would have gotten this data from any other source.
What is likely is many folks, now and in the future, will be referring to the above. It will likely save these folks much money, time and most importantly, their sanity.
This document is a BIG DEAL. We should make the existence of the document known to as many people as possible.

It makes sense, LRH did care about the staff and, as described above, he worked to clean up any misdoings the staff may had gone through. Excellent write up.
The Deadness Rundown is perfectly designed for the Devil Moron-DM-but as SPs refuse auditing he may never receive it.
I hope the public looks at this and resolve their issues re millions of donations for Super Power as, as usual, the Devil Moron alter issed it for his benefit.

Based on what Dan has written, it looks to me that what happened with Super Power is that Miscavige, fulling understanding the real purpose of it is to raise staff up to be perceptive, causative and productive on their posts, deliberately alter-ised it into a special effects extravanganza for public requiring a huge building to deliver it, etc. Doing it this way pretty much guarantees that few staff will ever do it, because if they did, they might actually start waking up and revolting against the DM regime. And, while staff don’t receive it thus are not raised up on their posts, the alter-ised rundown has instead been the perfect excuse for endless pillaging of the public’s assets, plus offered only at FSO it will compensate to some degree, in terms of income over a period of time, for the income FSO does not make because there is no properly organized and operating Church that applies proportionate marketing, Bridge flow, and delivers real Scientology instead of Miscavige mutations of it – the end result of which not only strangles the local churches but ultimately would strangle the FSO as well. How diabolical.

Great exposing write-up on “Super Power”. I had heard it was originally “to improve staff efficiency”, and “was designed for staff”, but had no inkling it was an RFP Rehabilitation Program.

I had heard it was also to be given to the government officials and wogs who were OLs in the government. Now that makes me laugh! They will run the other way as fast as they can go. What hubris and hutzpah DM has to think that the government officials would welcome Super Power with open arms…. and it was originallymeant only for RPFers. Go figure.

It was not even originally conceived to be a service to be sold to the public, in order to make it so it has been marketed (hyped) to the rafters. As can be seen from Dan’s write up, most of it is simply utilizing things that already existed as remedies for specific things failing staff suffered from. How this has become the “answer to planetary clearing” is one of the great examples of how you can “market” to a closed-minded group. You just tell them anything and they believe it.
Probably the biggest “marketing” done on this is the name. It should really be called the RPF Rehabilitation Program.

I did experience the L1 RPF evolution, repaired by the Ethics repair list and having had half of those rundowns.
These seemingly simple processes are actually quite powerful and really changes one’s outlook and the way one perceives, decides and goes for things in one’s life. It has been suppressed by Scn Inc management as it was designed and intended for staff and enables Scn and SO staff to operate more effectively and to be more productive much more than the RPF program.
DM has now transformed it to a public cash cow, an apparent excuse to redo the Purif and Objectives while waiting, construction of elegant behemoths, auditor recruiting tool, and anything but empowering staffs which LRH created it to do. It really isn’t what DM said about being 95% marketing at all and definitely has meat to it!

Yes the re-doing of Purifs and Objectives while waiting is how he keeps your mind off the long overdue, release of Super Power. And I think that it is now finally going to be released is all a tribute to Mike and Marty and all the other bloggers and web sites in the Indie and Freezone world, and especially a tribute to Luis Garcia because he is suing the church over the non-release of Superpower.
So in a bid to win the lawsuit, or at the very least, look less guilty of the overt, DM has ordered that Superpower be released so they can prove Luis wrong in his lawsuit. Oh yes, DM is scared of the clout the Indies and Marty and Mike, Karen and Steve and others have. And he and his minions read these sites, make no bones about it, and they act on what they read here.

Awesome write-up, Dan! This is the most comprehensive analysis of what Super Power is and was intended to accomplish, that I have ever seen. I get it! I can see how LRH planned on using it. I can also see how DM has planned to misuse it.

This looks like a very good rundown. The only problem with this rundown would be that while on this rundown the person receiving that may change his mind about a lot of things. His personal life, his Sea Org or Staff life, his job he had or still has. This rundown done well might change every person doing that. So this Super Power had to be locked. And then found out how to deliver it a way that the person is after that not running away and doing what he intends to do.
