The rah-rah is reaching nutball levels in PAC -- promoting completing Valley org will make them the first "Ideal City"? How do they figure these things out? The selection of short, out-of-context LRH quotes is endemic in Radical Scientology promo materials. They need to somehow give the impression that what they are doing is based on LRH Policy. This is a struggle since any kind of fundraising other than selling services and books and meters was severely forbidden. This is a great example.
